State of Illinois Buying Plan

On behalf of nearly 20 State Agencies, Central Management Services (CMS) launched the State of Illinois' Quarterly Buying Plan. The Plan is designed to serve as a single-destination for useful information to the State's vendor community and to make vendors aware of the upcoming purchasing needs for a range of agencies. This initiative is led by the Bureau of Strategic Sourcing (BoSS) team, who is committed to expanding the contract of the document so that vendors interested in providing their goods and/or services to the State are informed, prepared and ready to respond to the State's solicitations.

In addition to the quarterly forecast of upcoming opportunities, the most recent addition to the Plan features sections on doing business with the State, small and disadvantaged business programs, an overview of registration and pre-qualification requirements and how to access technical assistance.

Important Steps

All vendors wishing to do business with any agency, board, or commission of the State of Illinois must register for an IDHR Eligibility Bidder Number through IDHR by filing an Employer Report Form (PC-1) with the IDHR Public Contracts unit prior to pursuing a state contract. The IDHR Eligibility Number demonstrates to the contracting agency proof of registration with IDHR.

In addition, Public Act 95-971 contains Board of Elections registration requirements regarding bids and proposals submitted by vendors. Below is a link to the Business Entity Registration for Procurement (BEREP).

Veteran Business Program

We at the Illinois Department of Veterans Affairs are actively working to encourage more mutually beneficial partnerships between the state and veteran-owned businesses, which gives the State of Illinois a chance to give back to men and women in uniform who served our nation.

A key part of that effort is to build enrollment in the Veteran Business Program (VBP). Through VBP state agencies and universities are encouraged to spend at least 3% of their procurement budgets with certified veteran-owned businesses. That equates to over $300 million in state contracts that are specifically targeted to veteran-owned firms every year.

With so many opportunities available, we strongly encourage all veteran-owned businesses to get certified through VBP.
